How does the start time work?
The tool adds a t value to the link, counted in seconds. So 1 minute 30 seconds becomes t=90s, and YouTube jumps to that point when the link opens.

Yes. Paste a youtu.be link or a full youtube.com/watch link, and the tool reads the video ID from either and rebuilds a clean link with your time.
Will the timestamp work on mobile?
